Hug the ground to avoid radar detection when doing scan missions

Different surface installations should have different surveillance systems. It could depend on what type of planet they are situated on.

Radar. Flying in under radar altitude......
The "Radar altitude" is determined by the terrain, gravity and other... like in real life. If there are floating rocks near the surface this will give falls readings all the time therefor the "Gain" is set at a level that eliminates falls alarms.
Motion sensors. Detection of fast movement.....
This could be detection of movement or directional corrections. Again if we have a planet with low gravity and floating rocks, you could avoid detection by copying the "Style" of movement
Heat sensors. Disguising ones Heat signature.....
Becoming invisible by adjusting the ship heat signature to match the surface temperature, e.g running at 80 % heat, or making sure that you approach the installation on an ice planet in sunlight. Enabling you to adjust your speed to a level where you DO NOT heat up, thereby keeping the outside hull temp the same as the surface.
Hacking. Disguising as a friendly.....
This could be achieved by a close scanning of a ship from the controlling fraction and some how adopting that appearance
Being to small for detection......
If a SRV is too big....... This scrams Space Legs!
Brute force......
Blowing up every thing!

Surface installations should be accessible by disabling or fooling the surveillance system or a combination of the above..

The solution to fooling the surveillance should be accessible to both Friendlies and Enemies. Meaning that a Friendly should have the ability to access the surface installations security system and by tweaking the "Gain" on the surveillance module and utilizing the Commanders experience, be able to spot and intercept an intruder.

.........the small heat blips along the vector "X" looks suspicious to you, but they are too small for the system to take action. Because if it did, there would be a constant alarm for this installation. So you tweak the "Gain" on the unit: And there it is.... a clear line of flight. Time to intercept! Happy hunting.
