It is also why PP feels like a completely separate game sicne they dont really impact the "real" world except with certain trade/bounty bonuses.
And how can an Imperial faction influence trade laws in Federation owned space?
Ok, we can imagine that it's like enforced trade agreements but that would also require that the FEDERATION allows an Imperial interest group to influence their laws and state what Federation citizens in a system are allowed or not allowed to do.
If anything PP factions should really only be able to influence already major faction owned systems.
So if you want Imperial PP to influence a FED system you would have to overthrow that system OUTSIDE of PP before you can even take it over for your PP faction.
Want to remove a PP faction from a system - Overthrow the legal ruler first, creating a power vacuum of random IMP/FED/ALL ruler depending on who you are backing and THEN try to use normal PP mechanics.
PP should mainly be about intra-faction politics and not possible on non-faction owned systems.

PP would also benefit more if it went with a regular mission bulletin board and removed merits, merit decay and the whole shebang.
Why, because then we could gain missionss on our reputation and actually DO missions that undermine actual rulers in enemy owned systems.
It could also go so far as to create actual major faction interference if the Federation dont WANT the Empire to butt in on their system - turning a political game into a minor war that gets the Emperor involved into an actual diplomatic war crisis.

Instead of PP, and it being almost a separate game, why not just use the existing major powers and larger independents, and include it in the existing game
So the you have Empire, federation, alliance and Li yong & Archon and the other independents, give a face to the major powers leaders, (emperor, president ect), and expand the regular missions to include the major powers , rather than have merits and decay, and no paper delivery round either.
Also i agree with Drew Wagner on his blog, why did Frontier miss the chance to use existing lore & books for the characters, instead of new ones no one has any connection to.
