I just sat there in the station and waited till the bounty expired then I went into contacts and paid off the legacy fine.. Now I am home free. The Faction still lists me as CORDIAL.
I still think that the better my relationship is with a faction, the less I get scanned but that would be for another thread and another time.

It doesn't matter how friendly you are, they still scan you if they see you. You were very lucky.
If you fly in down the axis line of the station, they don't see you as much. Also, there's no feds at the outposts, so you can always go there, military ones excepted.
