Third hard reboot. Entered game, jumped to inhabited (not colonized) system. That eliminates a "stuck in local system" argument. Still no system architect payment.
I'm not surprised with all that biowaste.
Some have tried switching to the Russian version, logging in, logging out, switching back to English, and then logging in again worked for them.
