I hate mandatory NPC pirating, and all pirating for that matter forced on me.

1) Pirates have been a feature of Elite since '84, this is the game you bought.
2) Most NPCs can be avoided, even in a T9. The ones that can't tend to be small ships (Eagles, Sidewinders, Vipers and Vultures) which means they're not that challenging to deal with. My own T9 mounts Gimballed lasers in the shoulder positions and seeker missiles on the lower hardpoints to deal with the issue. FA off massively increases the T9's manoeuverability when it comes to facing opponents and learning how to use 'Reverski' (this turns you into a tailgunner) easily tips the odds in your favour.
Even with FA off the NPCs will try to stay out of your arc of fire and hide in the upper corners of the screen, hence gimballed shoulder lasers. If you aren't confident about your piloting you can swap them for turrets to make it even easier.
Mines don't achieve a lot, unless you're very familiar with NPC movements.
