Are the automatic targeting scans actually announced to the player, or only the KWS/Cargo scans?

In case of the former, this is difficult to avoid and should not be considered rude.
In case of the latter, this could be interpreted as rude and can be avoided easily.

About the kill stealing:
Many new players do not know the rules about the final shot. Just killing them as revenge will not teach them. At least tell them their error. Usually, I receive an apology.

A bit paranoid eh? If I see a CMDR I generally lock them, so scans are automatic. This isn't my little pony.. If you opened fire on my Clipper just for a scan I would unleash 100,000c worth of Torp's. I wouldn't be so trigger happy if I was you, at the least make sure you are insured before being so gung ho.

Same here. If i see a CMDR i target him just ot have his name, depending of the ship (usually big and scary) i might have a look at his subsystems to get intel of the kind of player he is (pve bounty hunter, pirate, pvp...). It's not hostile, it's common sense. I don't even care if they have a bounty and i'm not planning to attack anyone, i just want to know what to expect if they're attacking me for some reason.

Quite the mess I now have to deal with...and those officers look a bit shocked...they are getting awful close to my door...I don't want to do this again LOITERING!!!!
