Have the same problem with my friends. Can't chat, unable to join island. But we both see the same other CMDR's.
So much anger. Define stealing a kill, what if they believe they engaged first? For someone obsessed with manners you seem pretty rude.
A guy recently stole a kill from me at a Nav Point. He immediately apologised and explained he didn't see me there. We then had a nice chat about the game. No harm done.

I only attack a commander when attacked first.
They can scan me all they like.
I will not even attack first when a commander has a bounty of billions of credits.
I get irritated when someone appears to steal a kill, but most of the time stealing a kill is just perception.
Perhaps I did not see the other opening fire on the target before me, or at the same time, and the other thinks I am trying to steal his/her kill.
I never ever attack a commander because of this.
So only when attacked I will retaliate.
I consider an attempt to pirate me to be an attack.
Opening communications with the purpose of extortion/piracy is an attack.
Verbal threats or abuse is an attack.
When attacked once by a certain commander I will always immediately open fire when I see him/her the next time until the end of time.

Dude I already tried that, have seen a few cmdr's but non at the Beacon. It's true the OP could be in SOLO, or safely docked 400LY away, I'm inclined to believe this is a demonstration of how bad the instancing can be.
On the flip side I have no issues seeing cmdr's in my friends list.. I'm off to Whitchhaul, it could have been fun...

It is odd he was out maneuvering me at the same time he was typing, until I out maneuvered him.
In the UK, if you do not claim on your car insurance for a year, you get a discount. This is a stacking discount that normally tops out at 9 years of "No Claims" then giving (company dependant) up to 50% off your car insurance prices with some companies (I sound like the damn adverts !!!)

You may well be right there. Such poor instancing isn't doing this game any favours.
What too few people know, the basic scan that covers name, rating and local bounty does not trigger a scan warning.
You're using a Kill Warrant scanner, that's basically saying you will kill him if there's a bounty on him. Don't KWS someone you're unwilling to attack.
As for the OP, do you actually hunt in anarchy systems or do you just accept the 6k bounty?
