Here's the other thing
You jump into a high security system. You get interdicted. The security arrives after time passes, which is usually to late to interfere with the interdiction.
You jump into an allied system. You get interdicted. Your allies in SC go: "Hey, was that Frank?", "Yep, that Python just interdicted him", "Gosh, what was he flying?", "A T6", "That's cold, someone should do something about this", "Yeah", "Hmmm", "...", "So what kind of shield do you have on your Anaconda?"
Here's the idea.
If you're within a certain distance from either an allied pilot or security force, those will be able to target an interdiction. They will be able to lock onto it like you do with Wings and beacons.
Here's the aimed result.
Jumping into an allied system or a high security system will provide actual safety. While in system, traders will want to fly via the highways from nav point to big stations, to try to have protection. Pirates can make use of the same principle while they are in their allied system. If a Bounty Hunter attacks, and the pirate is in his or her system, the pirate will get the same kind of assistance.
Trading
The High Tech and Industrial systems are high security, Agricultural, mining system will get low security. The good traderoutes should go from High tech/Industrial to Agricultural/Mining systems so traders who want to risk it, can make big profits out of their traderoutes. Pirates will be able to hang around low sec systems to interdict them. The trader in turn has the option to flee to a high sec system, and the pirate will have to make the decision whether following that trader is a good idea.
There will also be traderoutes between High tech and Industrial systems as well, which are fairly safe for traders, but have a low return of investment.
Griefing/unwanted PvP
For the sake of argument I'm defining griefing as unwanted PvP/E. Don't want PvP/E? Fine, I suggest sticking to high sec systems, or ally yourself to a particular system as a safe system. When in trouble you can flee there.
When the CG in Lembava was running there were people with few original ideas about wasting their time targeting explorers who were coming in to sell their data. They were literally camping on the doorstep of the Headquarters of a Power, happily interdicting explorers without a care in the world. I know of no universe where this makes sense. While the power who issued the CG, and as a result you would say has a vested interest in seeing that as many reports as possible were delivered, went "tsk, tsk, tsk, someone should do something about that"
The idea is to add a tactical layer to the Supercruise mode. You jump into a system and see a Security Conda heading the same way. Might be a good idea to keep on it's tails. You want to infiltrate a system as a pirate, you go off the beaten track and look for isolated traders. It would help if you could either: Have a silent running mode in SC or be able to see the traffic in SC while dropped out of SC (which would require persistent NPCs in the two instances of course). To be able to hide.
