You can do that and also have people organize signalling "in x sector there is this this and this.. maybe we will also witness a slow burning entry into atmosphere of a FC" which would be a cool event with tons of stuff burning into atmosphere.. or maybe just signal our Minor Faction the location or be sent to discover new locations of such dismantling FC ...
There are tons of things and sure they can introduce "mechanics" that allow players to know how to avoid such event so this thing would be maybe not often happening for Human held FC... but maybe they could introduce FAKE HUMAN held FC so in other words NPC held FC that go in failure and here and there sometime this would become an opportunity to scrap collection and indeed scavenging\mining on debris that just DRIFT IN SPACE.
