It's purpose is to provide a downside to just maxing SC all the time (also this can happen during interdiction if your target is going faster than your blue zone would allow on top of the interdiction damage related to losing/submitting etc).
I suggest remove it and simply have faster than blue zone in SC build up heat. This eventually leads to heat damage (like flying close to the sun ..etc). The rate can be balanced, and dependent on appropriate sub modules. The damage might even cause fsd malfunction and drop you out forcing you to reboot it or cooldown.
No need for additional black magic and complication, players can watch with their eyes as damage occurs and see it in their module screen. Also would make FD's job easier in balancing repair costs.
