We have very carefully left at least 1000 LY between all inhabited systems on the route so you can't chain an expansion out.

EDIT: and a minute after I post this I drop into supercruise at Tenjin and there's an AEDC ship poking around. I'm sure there's a perfectly innocent explanation, right?
