I've spent about 700 million on mine so far, haven't started engineering it because I've been farming mats. Haven't flown it much yet because I've been busy doing other things, but I plan to get back to it soon. The cutter is going to be a long project like the Vette was so I'm in no hurry.
I'm at 600m on mine and I still need to A rate the sensors and buy armor and prismatic.

One of my cutters costs around 1.37 B. The most expensive modules are reactive surface composite (~492 M) and Prismatic shield (249 M), before 10% discount. Rebuy cost is around 68 M.
What are you planning to do with it?
If you want a cargo queen that can escape pvp and handle any pve threats with ease, half a billion will do it with 6A Prismatics and stock hull (4 or 5k shields, 1k armor).
If you want reactive hull and 8A Prismatics (approaching 10k shields & armor), you're looking at closer to 1.5 billion (no discounts).

If you're planning to premiere bask in the cutter, the iridescent and chrome limited time paintjobs usually come in the summer and winter holidays "countdown" respectively. And it seems to still be a random chance as the original chrome hadn't come back for the cutter for two consecutive holiday seasons now.
You need to get a friend to "rub" up and down your ship outside a n00b station at peak times while typing "MMMMMmmmmmmm stroke it more you naughty little sidey" in local chat.

Mine is at 1.2 B+ now, so no one is kidding about dough. I've seen other CMDRs post their combat Cutter values as high as 1.6 B. And like aRJay said, you'll need a shed load of mats for engineering. Which brings me to my point; the shed load of time to invest in at least doubling your bank roll, and your material harvest. I also suggest you move to some place like LHS 20 to strech your the credit balance and lower your rebuy. It's surprising how much 15% off adds up to. A majority of the modules you'll be buying are available at Ohm City. Even if Ohm City doesn't have a couple of modules, it's likely you'll find most of what you're looking for, fairly close.

Whatever build and number you get, to properly bask you need an 8A fuel scoop which adds 289 million to that aforemented number

You've got 800 million, you need more for As plus a reserve. Go to LYR systems for a discount on ship and everything for it. You can save 150 mill +/- doing so.
If you aren't used to flying Cutters, you have to be careful flying them in and out of ports and avoiding all the snags around pads. Those large wings and sponsons add lots of bulk. Hence the re-buy cushion. If you use the Docking Computer, not as critical. You don't need the big shields if you're using it as a trader, just make sure you do have the A Dirty Drive thrusters to haul butt if you get into hot space.

Oh my Gods yes. I've lost one Cutter to getting snagged on the lights surrounding a station's landing pad. Simply couldn't free myself despite trying everything I know. Controls just went utterly bonkers until the station took pity and melted me.
Yes, those damn starport light posts.
Lost a Cutter to those, too. But honestly I consider that a bug and it was the only occasion I contacted FD to restore it and my elite pilot.
