You can only buy it after having supported Arissa Lavigny-Duval for 4 weeks in power play, and you must be at least rank 3 with the faction (only necessary after the fourth week) to buy them.

I think so. I purchased several prismatic shields today so I assume I should be able to buy the Imperial Hammer also. Am I incorrect? Do I need to wait another week to buy them? (After 4 weeks).

if you are in a ship with class 2 or higher hard points
if you don't see any,
are you in edo or Horizons, try Horizons.

that means you are NOT aligned with ALD, but are aligned with Aisling
you have to remain with a PP to keep buying. if you leave and join another PP, you cant buy that item any more
