Improvised components and military supercapacitors

Do these materials still exist? Has anyone figured out what bgs states cause these to spawn? I have been searching for days, flying the galaxy over, scouring every civil unrest system trying to find improvised components. Military supercapacitors I have already given up on. Yes I know about material traders and how it might work better to collect other things and trade. My question is has anyone deciphered the new conditions where these things exist or do they simply not exist anymore?
 
AFAIK, the new hunting for HGEs is made more difficult by that it now considers the states of all the factions in the system - if e.g. one of them is in civil unrest, and the five remaining factions are not, a HGE has a one in six chance of being of the correct type that will (possibly!) give you the materials you want.

This means there'll be a lot of cruising around and jumping between systems in the hopes of getting the right HGE from the right faction in the right state.
 
I searched high and low for Imp Comps to no avail. In the end I resigned myself to finding what I could and using the mat trader. Its a less than perfect scenario, but after finding everything but Imp Comps, I threw in the towel and capitulated. Good luck.

P.S. funny as it is, this is not a joke. What I wrote is what I believe to be the case by observation, and this is actually a genuine attempt to help. So basically, if you find a high tech system in the state you want, or even a high population other economy, and it's nearby, it's probably worth looking there first, but the whole thing is soooo random now as to be utterly hopeless. Officially the states described on Inara and in the flavor text of the materials themselves in game, are the states under which specific materials can be found. Good luck with that though. :)

While out of date and rendered partially obsolete to the recent changes in USS structure still provides a baseline guide for finding materials.
The USS can still be expected to spawn in the indicated systems, when they do spawn but the problem is that now, sometimes the USS do not spawn, especially the HGE type. o7

This is accurate in my experience too. Due to the abundance of war the new BGS has brought down upon us. War and CW HGEs definitely seem to favor military grade alloys, but there are just so many of them that you're bound to get Mil Supercaps sooner or later.

I'm in the same boat. Plenty of MSC's, but Improvised Components have joined the ranks of Pharm Isolators in their rarity. Luckily I have 30 PI's still, but no Improvised Components and I have several sets of Prismatics sitting at G4 waiting to be engineered to G5 when I do find them.
 
I think I found some military supercapacitors yesterday, from a high grade signal source. Searching for them has become quite tiring activity again, so I would recommend fighting pirates and picking up what's left of them.
 
Military Supercaps I'm finding now that I no longer need them in war systems as recent as last night. Not sure I've found ICs since 3.3, but I don't really look for specific systems state, I just collect whatever I find wherever I happen to be.
 
Man do I feel like an idiot. Here I am Elite Exploration (the hard way on two accounts) 60% Tycoon Trade, albeit lowly Expert combat with hundreds and hundreds of hours logged over 4+ years, been all over the galaxy and hunting mysteries etc. and just today I find out that faction state and system economy effects the types of mats dropped in USS lol. I’ll have to find a printout I can refer to in the future.

That is a good point. Seems every single System, especially the feds, is at war currently lol. Makes the mission board a bit repetitive, but finding places to snag mats and get some combat bonds whilst testing the configs on my Mamba has been pretty easy as a result.
