Depends on the language.... I could imagine some names running to over 100 characters in certain languages.

How about this for an idea - change the naming logic so the actual name is notionally unlimited in length (or at least much longer than is feasible to display at any reasonable size on the ship hull) but what is displayed on the name plate is a chosen abbreviated form. The full name would only be visible in it's entirety on some screens.

FD could potentially allow for say double the current name length albeit with a reduced font but it might not achieve the OP's desired effect though. The end result may look weird.

Yes to an extent but I think of course they will sell name plates for big ARX credits too

The best bet is that the name restrictions will be the same as for normal ships.
