I'm taking missions (assassination, settlement raid) that target anarchy settlements. That way I don't have to deal with the notoriety headache. Also, faction rep loss is limited to what the mission does itself and not the kills.Now I'm curious because I could stand to increase my combat rank. Are you doing this in an anarchy system and knocking over the settlement for data?

I can also confirm, OP, make sure you are capable (g5 equipment) to clear a full base (killing every soldier ) - e.g come to Ross 447 - HOU Military base - trigger alarm so more soldiers will come-> every base cleanup will will increase your rank by 1%I can assure you that on-foot xp counts for Combat Rank and not Mercenary rank. This has not been fixed. I just hit Combat Elite 3 while taking out people in Settlement in the last 30 days (message popped up while on foot).
To be clear: this is only NON-CZ ground combat. If it's a ground CZ, it will properly count towards Mercenary Rank. Which means that if you want to raise Mercenary, welcome to the grind.
At this rate, I'll probably hit Combat Elite V in the next two years as I have that much faith in them fixing this bug...
Edit: To be 100% accurate, I don't recall if I saw any message prompt while on foot. However, once I got back into my ship, after clearing the settlement, I got the donk for new message waiting. I checked it and it was the pretty, animated rank-up email for Combat Elite III.

nope, that is the wrong wayI also did several ground missions over the last weeks for grinding for personal equipment mods. It turned out to be surprisingly joyful. I think I did 12 to 15 settlement raids in anarchy Installations and gained 3% up to Combat Elite I. So yes, this should be the most effective way. The pirates in the salvage missions may also have contributed a little to this.
