Infiltration Suit

Only carrying two secondary weapons, 30~40 space for Data, 20 for Goods and Assets, faster Download and Upload speed (or a new mod) and less louder jump jets (and maybe lower base boost as trade-off, or a new mod).
Maybe also have a custom tool that acts as a "firecracker", making sound/electric pulse that NPCs come investigate, treated as weapon/illegal (like the cutting laser), but don't know if that would start getting too OP. Lower shields and armor to compensate.
 
With regards to noisemakers, notwithstanding the other requests for an infiltration suit, I normally use an unengineered pistol in my unarmed build (the pistol is not used as a weapon - it would be useless anyway since it's unengineered), while in my armed build I throw a grenade.
 
Imho Cloaking Generator for primary weapon slot would do the job. Activation would require shields to be turned off.
Effects:
1. Reduced heat signature and visual detection range- nearly undetectable while standing still, less effective during movement.
2. Energy consumption: low when standing still, same as shield when walking, high when sprinting.
 
With Quieter Footsteps and (both: Audio Masking and Noise Suppressor on all weapons) I shot at a guy that was about 5 meters away 2 times and he still didn't turn to look my direction.

I love stealthy stuff and don't recommend any of the following unless you; as I did when i started playing EDO, have little or no experience in FPS content:

extra battery life or battery conservation
defense
shield regeneration

My goto move is: Maverick Suit: [Nightvision, Quiet Footsteps, Improved Jump and trying to figure out the best fourth option] and Sniper Rifle [Scope Enhanced, stability, Audio and Noise reductions] from a rooftop. It is surprising how often the sniper rifle works indoors as well; hence the Suppressor. Tormentor [extra ammo, Audio and Suppressor, Stability]

Ive begun experimenting with the Artemis Suit [Nightvision, Improved Jump, Quieter Footsteps & ???;] It is great so far. Can almost air boost across an entire settlement and it gives you more time to Air-Sniper.

Noise Maker: Gernade as someone said. Also if two people are fairly close together, sniper one and the other will get closer and pause a moment or two and you can sniper them too.

One word of caution: Military Base Guards always have their shields on, you need a headshot to guarantee a one-shot kill.

Ship: Vulture with shields, armor, basically as tough as you can make it. Some missions there are ships flying above you and if your ship isn't defensed up it will die. The Vulture makes a good Sniper's Nest too, has very, very small foot print which is important on non-settlement combat, recovery missions. I put 3 extra tanks on the Vulture to reduce Fuel scooping.

Firecracker: wait, people don't throw grenades/ shoot loud as distractions? >.>

Faster upload/ download speed: i think there just needs to be a general redesign of this... i can't say I've ever needed faster download for a reason other than "holy heck I'm bored waiting for this thing"... makes it feel less like a problem for a single suit to fix, and more of a bad design to me.

"Less loud jumpjets": is this even a thing? I didn't think jumpjets made any noise that drew enemy attention... the only things that did was basically not crouching when moving within hearing range of an enemy, or moving within their line of sight.

Beyond that... it's just two secondary weapons... ok, but why? They're just weaker primaries in most cases, except maybe the plasma pistol.
