On page 47 of my Oxford Dictionary, if you'd read the verb part of badger (under the description of the animal), it says it means to pester. Hope this helps. I am surprised that being 51 and from the United Kingdom you haven't heard of the phrase before as it is fairly commonly used.

OP, take it on the chin, most of us have had an infraction for reasons the perpetrator cannot fathom, accept it and move on, as infractions quickly turn into bans! I know this from experience.
If you have a grievance you should keep it to PM, and not really come to the forum to vent, there is a procedure to follow.
