So, why are you so mad that I "cheated" when my "cheating" has no impact on your experience? If I were playing pinball on my computer and found a way to rig the game so that I got ridiculously high scores, would you demand to the developer of that game that my game be fixed and the high scores on my computer be removed?
I would hope not because that would mean you really have some personal issues that you need to get checked out.
If Elite Dangerous ever gets to a point in development where my Billions effects others that don't want to be effected in an unfair way, then I will acknowledge that keeping the credits is wrong. Until then, I see no harm in me or anyone else holding on to the money.
Eventually, it is not about who feels affected by an incident like that or not, but how FD handles those irregularities and how transparent they are about them and their resolution. That's why they have to follow-up reasonable suspicions like stated in OP and utter a public clarification afterwards.

When the time has come, it is too late to take the money away from the cheaters. They have to do it now or never.
It is already worsening my gaming experience, knowing that a cheater can cross my way any time I play in open. So I am forced to play solo if I want a somewhat fair experience.

That makes it even worse: I can't even detect and avoid them. There will allways be this uncomfortable feeling of being in a game with cheaters. I don't want to play with guys like you, so I play solo. Multiplayer is broke.
