Unless something has radically changed since Beta 7, I would say the complete opposite at least as far as evading interdictions from NPCs against me.
During the Betas, I was flying a Beluga Liner the majority of the time in order to test and re-test the various passenger missions. During all those runs, I obviously was a rather large target for interdictions related to many of those missions, or just your random pirate.
I lost count after 55, but out of those first 55 interdiction attempts, I was able to evade every single one of them. And as of the close of the Beta, I never got interdicted a single time. That would have been impossible in 2.1.05 because your input in the mini game never seemed to be registered with the game engine, so your best bet was to simply submit and either fight or re-jump .
I haven't had enough time in the 2.2 release version to compare, but I doubt anything has changed since the Betas. Your success or failure at evading interdictions involves a lot of factors including the ship you are flying and of course your skill as a pilot to maintain a solid lock onto the reticle within the interdiction mini-game. How you fly during the interdiction now actually makes a big difference. If you are using a ship with slow maneuverability while in SuperCruise, you are obviously going to have a lot more difficulty maintaining your focus on keeping the nose of your ship pointed at the center of the reticle.
I don't know what kind of gameplay you are doing in ED with 2.2, but if you can use the Beluga Liner as your ship, I know for a fact that you can evade NPC interdictions 100% of the time. I haven't done any interdictions myself with 2.2, so I am not sure if it has become equally as hard to interdict an NPC to the same degree I was able to evade their attempts against me.
As far as changes to the actual interdiction code.... Mike Brooks did say that they identified several issues with the 2.1 interdiction code and those bugs/issues were addressed and eliminated in 2.2. And based on my own personal experience stated above, the change was VERY noticeable pretty much from the first day of the 2.2 Beta.
