By the way, I wanted to ask—how far do I need to travel from the system where I committed a crime? Recently, I had a Powerplay mission to commit a crime in some system (I don’t remember which one) up to a value of ~245,000 credits. Now, there’s a 22-million-credit bounty on my head. I jumped about 12 systems away, but they’re also ‘sorry, but for that amount, we can’t clear your bounty.’ Do I just have to serve my time? Unless I can pay it off somewhere, but the ‘Interstellar Factor’ doesn’t seem to exist there."

If you have notoriety you cannot pay off your bounty, yet. You'd need to spend 2 hours (in-game) per point elsewhere.

If the faction you have the bounty/fine with is not present. You can use IF

You can find systems with an interstellar factor on the galaxy map. Or use inara.cz to search.

If your notoriety is back to zero, you may actually have to do time on the prison ship. Tell them Cmdr H.M. Murdock says hi, and Sundays Is chipped Beef, I think.
Also use the ship the you got the bounties in so the ship can be wiped clean of fines as well.

I would say, be sure that the IF you selected is not on a station you are wanted (i.e.: that your bounty is for none of the factions present in the system).
You can see that in the system (not galaxy) map.
