Interstellar Bounty plus a bonus question

Just curious about how crime and punishment works to get an interstellar bounty. Since Odyssey is bugged and the only way to pay them off is by logging into Horizons, I'm wondering how I get them in the first place, so I can avoid the ridiculous work around. I've picked them up from trespassing in Settlements, disabling power grids, and other mission related shenanigans, but have also just had faction bounties for the same actions, so it seems random. When/why does it become an interstellar bounty?

Bonus question: Why are some Inter Astra stores missing their NPC? Is it due to the station not having a shipyard, and the developers didn't bother removing the Inter Astra shop? Or something else?

Why they end up as an Instellar Bounty I don't know.

I have managed to pay off two issued by the Federation in Odyssey, it is just awkward to do. Just like normal bounties can't be clear by an IF in a system where the faction exists, an instellar bounty can't be clear by IF where any faction in system is aligned with the power who issued it. I eventually found an IF in a system with no Federation aligned factions and cleared it.

Bonus: The desk appears to be in the standard layout for stations/ports. With no shipyard it just doesn't place the NPC to engage the shipyard stuff.
 
Small bounties are limited to a Local jurisdiction; wherever that ship happened to commit a particular crime. However, if the bounty reaches a certain threshold (around 10,000cr) it is upgraded into an Interstellar bounty.

It helps to bookmark nearby IFs with different alignments and factions so you always have a place to clear your bounties.

My typical situation is, get a bunch of bounties, including interstellar and faction, fly to an anarchy system IF and pay them off, see that I'm still wanted and still have an interstellar bounty. Log in to Horizons and see that all bounties are now gone. Log back into Odyssey and see that all bounties are now gone.

Sometimes you need to relog for the client and server to both update the status. Relogging EDO works just fine, no need for horizons. Same for rank updates and engineer unlocks.

I've tried both, relogging Odyssey never works for me, just Horizons. Specifically relating to bounties. I've had relogging work on other issues though.

I've had similar issues when being sent to detention centers, the fines and bounties would still show despite being paid off. Like Ian Skippy said, relogging in OD should fix this.

Sorry for this necromancy, but, hell, more than one year later, the bug where you can't get rid of an interstellar bounty ( the way you should via interstelllar factors ) is still here. Thanks to some kind of black magic, I stumble upon this thread, and HURRAAAAY, a quick relog in Horizons ( and back to Odyssey ) and this pesky bounty is gone. Hurray ! C'mon Frontier, you could do so much better :(.
 
Yep, the faff of finding a system where the superpower you're wanted by isn't present (never mind controlling) is a pain since that usually means travelling a decent distance, and it's even more of a pain thanks to being outright bugged.

Anyone that's read my post history knows I'm not a fan of the way C&P is implemented even when it's working as intended, and having several updates layered on top of each other with little regard for the knock-on effects that individual mechanics have on each other has just turned it into a tangled mess that's in dire need of an overhaul.
 
I'd just love to know the thinking behind why you can't clear a bounty if the faction you have it with is in the system. I mean I can work with it, but that doesn't mean I understand why it had to be changed to be that way.

Personally it's another one of those thing that seems more of an inconvenience to the accidental criminal than the hardcore murder hobo.

Do we even know if it's intentional? Have Frontier ever mentioned it? I don't think it was in the change log.

Fair point. I'll have to have a look at exactly what it says in game to see if that gives any clue.

If it is a bug, fixing it would stop me using certain factions as punching bags when I'm checking what faction a mission targets because I can't be bothered to fly all the way to a system they aren't in to get clean on the rare occasions I don't have notoriety.
 
Been getting interstellar bounties constantly doing missions and the best thing I've found to do is just turn myself in. Any illegal mission it seems gives interstellar bounties; Odyssey smuggling and takedown missions, the trespass zone in Horizons-style salvage and settlement scan missions. It's very prohibitive to visit the detention facility after every mission run, being rather far from the nearest IF with no Imperials present.

Have you tried getting rid of bounties for all fed factions and then relogging? I'm not sure if that works.
If it doesn't you'll have to go to a system where no fed factions are present.

Fullerene C60 has only independent anarchy factions and therefore works as a universal interstellar factors.
