Is hyperspace tailgating a thing?

So in the elite dangerous wiki it lists a possible hyperspace action called tailgating as in being able to jump through another person's hyperspace rift they just used and I tracked the info to have come from a posting in the forums from 2013. I was wondering if this is a feature that is active in the game and if so if anybody has a guide on how to do it. You can scan and follow a jump, but you will burn fuel.

Pirates can use this technique to follow people. Works well when pirating NPCs in lawful systems. Interdict, let them run and jump to another system, so you follow them and if its a lawless system you can attack without getting a bounty.
