Is Powerplay broken or is it just stupid?

So on my new account I did the 3 weeks thing and got my Prismatic shield (1) Stayed with her to this day as other PP modules are not worth having. Since then the Prismatics are not on my menu anymore, they disappeared during one of the many updates.
FD promised a period where they would concentrate on QoL updates....another lie!
My QoL sucks in the "new" game and getting paid by the blue haired hotty is rather challenging...this game is TEDIOUS! and very broken

You need to be rank 3 to have access to PP modules.
That means you need to had at least 750 merits in the last cycle. Every cycle half of your merits decay, so you need to earn at least 375 new merits each cycle (eg. blow up 13 ships per week).
Working as intended. Has nothing to do with any updates.
 
people fail to comprehend what they read continually.

It says very clearly in all powerplay pledge screens that the requirement to unlock is you must be at level 3.
if you defect you are very clearly no longer at level 3
if you don't keep your merits up to 750 per week, again you are not level 3
if you are not level 3 you do not qualify for the bonus rewards plain and simple.

if you had bought any of the modules, they would be yours to keep, you did not buy any so you only have yourself to blame for not getting any.
I would like to know what you did for the 4 week wait, did you gain or lose any merits? did you happen to notice that you got paid from them, did you notice the amount of merits got smaller after every pp weekly update? if you answer yes to any of this then did you re-read the pledge screen to see how or why this might happen?

this is stated clearly in the game and in various threads in the forums.

OP thought unlock meant unlock, but its not that. It oughta be tho. Throw the modules to techbrokers & stop this weird PP bribe that drags unwilling & resentful players into making a mess of a strategy game, that dedicated players have to keep cleaning up, every single damn cycle.
It creates a load of resentment on all sides which does nothing for the playerbase except reduce it's numbers.
 
I had a good time with powerplay when I was on the hudson discord and we were all coordinating activities. Always wondered why they didn't do more to encourage the community aspect in game. So much potential for emergent gameplay like blockades and patrols, but after a while the realization that people are just going PG or Solo kind of kills the fun, and it just becomes a race to achieve a number. For some reason radical change on this game system seems discouraged. I think open-only PP was floated once and the guy doesn't seem to be around anymore ... ? PP had potential as the go-to endgame concept but it ended up being a bolt-on. Shame.

The problem is, once you taste the good stuff in Powerplay its really hard to go back to the gruel.
