The original inspiration for it, and what I meant by "possibly-apocryphal", is that it was lore inherited from the old FFE game. The FFE newspapers ran concurrent stories in the Imperial Herald and R.I.G. (Random Intergalactic Gossip) about it.

From the Imperial Herald, circa 3253:

Both part of a longer story arc with the TTT Institute, founded by the former Emperor and patronised heavily by the recently-late Prince Harald, to aim to jointly work with the Federation to address male pattern-baldness. It may well have been an INRA front, of course - certainly relevant to various of their interests as well.

Their early work was promising but it took Harald a while to recover from testing the prototype. It's quite possible that some residual effects were left for his descendants as well.

I do note they changed the spelling of his name between FFE and ED, from "Harald" to "Harold".
