Is there nothing stopping me from littering the galaxy with t1 Outposts and trash installations to farm that 10k/week each?

Yes. It is basically a limited grind to get as many credits as you could possibly ever need.
You can, of course, plant as many outposts as you want to.
The way you phrased it, however, it sounded as if you wanted to do that for the credits. And for that purpose it isn't a very good investment of your time. Apart from that you need some other kind of motivation to keep you going when daisy chaining. When it is the 10k / week credits, it will become boring pretty fast.
Obviously, the grind is meant to give the player a sense of pride, and accomplishment.

From what i can tell, the system primary seems to contribute zero system points at all. You'd want to flood your system with trash sattelites to maximize CR Payout... or you could do an hour or mining or exobio to make 1000x the hourly rate

I dont think a system should pay out at all unless there is a major station in space or on a planet.
Also, I think the payouts should increase at an increasing rate the more assets you add to a system;
such that the same number of assets in two systems pays out much less than the same number
of assets in a single system.

The devs seem intent on creating a garbage future for this game and
pass experience with developers leads me to believe they will not change the system, now that
it has been implemented.

I'd also like a rule that says you must build systems with a ratio of 5:1 (teir 3 to teir 1). This would help with the space garbage also.

The proliferation of space garbage was a very foreseeable outcome of the rules and it is inexcusable that this game design was implemented.

That’s not exactly correct. I haven’t yet built a primary Coriolis (will soon-ish above a 6 slot planet which is the only landable in system with a single orbital build slot - the primary) but my systems with just a lone outpost have a score of 3 and another where I only have an Orbis (other things waiting to be built once I can) has a score of 15.

My first system built pays 400k credits/week (specifically, 410,042 Cr with a Score of 41.00), and I spent a lot less time hauling building materials than I would for 40 different outposts that each give 10k credits/week.

40 outposts is roughly 800k tons of materials needed for construction. A single Coriolis, an additional outpost, and the various buildings needed to build a profitable system is roughly 150k tons, maybe 200k if you really build things out. The real money comes from setting up an efficient system with a decent population and high stats (especially Wealth).

Payouts are specifically per structure. Not per any outcome of said structures. It's literally in the information frontier have provided us.

Yeah but everyone keeps telling me credits are pointless anyway.
No, everyone keeps telling you credits are not the limiting factor. And that the game is not 100% about earning credits. And that the credit economy is full of holes and nonsense anyway.

Which I think you know anyway so I'm unsure why you suggested this line of argument in the first place.

Single system (Synuefe FT-W B48-2): 600K per week with a few Outposts, one Asteroid, one Coriolis and s few surface settlements. Dumping Outposts all over the place is not a winning strategy. That's just a waste of valuable real estate that someone else might want to build out fully/properly...

No one is doing this for the credits anyway. Its all about building out a system to call home and being able to name the stuff in your neighborhood. Vanity more than anything I guess...
