Is this a bug?

I can't dig at the yellow dig site on the far left, and it doesn't give me any info when I hover over it, can some kind soul tell me if I'm missing something or if it is indeed a bug.

If your dig teams aren't busy on another dig site you should be able to click on it until it's depleted.

Yellow means there are new fossils.
