Good question, I dont know but I assume that FD supplied them with a writers guide like they did with the writers of the books, and it is an official product. So... Probably?

There are things in the RPG that are directly contradicted by official lore. So as a source of infallible information, no. As a source for information where no other information is available, and/or for educated best-guesswork, then sure.
