Newcomer / Intro Is this new?

Is this new? I don't remember receiving a fine for using the Wake Scanner before.
Not even a verbal warning beforehand, either.

You deployed your hardpoints in too close proximity to the Jarvis's Find settlement in the Tir system, which is a no-weapons zone¹. Granted, the Pilots' Federation idea of "Detection of a Weapon" is merely that the hardpoints were deployed regardless of whether any actual weapons are installed, but suffice to say that at least one of you has made a mistake there.

But it never happened before. When I wake-scanned at a station there was a verbal cue from the flight controller saying weapons fire was not allowed, and nothing happened, I could wake-scan happily with no fine. Here, there is no verbal warning, but an instant fine, even in Analysis mode with no weapons. What has changed? I'm at the same distance.

Because outside stations is a "no-fire" zone, not a "no-weapons" zone, it says it clearly as you approach. You don't get fined for having hardpoints deployed outside a station as long as you don't fire them!
 
Seems bonkers.

On an unrelated note, but to prove there's something new to experience every day in this game, I just landed by a crashed satellite at an impact site. Threat 1. A dropship deposited four scavengers.... right onto the nose of my Python as I was parked on the ground. They started shooting so I quickly launched and gave them another opportunity to drop on the site... this time a lethal one!

It is just another bleed-over caused by the focus by F D on the on-foot combat. Treating ships like an on-foot person - they just have a blinkered view. The most blatant example is the fact that wings of ships now have to be called teams - why they can't have teams on the ground and wings in space is crazy. F D sux the big falota at times.
