We would need a tad more information, other than 'item wheel is not working' 
What are you trying to do? how is it not working?
I'v not noticed any posts regarding the item wheel having issues in months.
Plus FYI, I'v used both 'wheels' over the last couple of days.........worked ok for me

I have assigned a key to open the Item wheel, I press the key and nothing happens
Also, if you try opening a new thread when they ask you for the thread name, type Item Wheel, and this site will show around 4 or 5 already posted with the same problem
Any help would be appreciate it

Thank you, now have you assigned that key as a 'press & hold' function?
My wheel that contains 'Apex travel', 'Inventry', 'Ship recall', etc. is my 1 key (with hold), however my Wheel for 'Energy', 'Medikit', etc is bound to my bottom right Gamepad button.
If I just press the 1 key briefly, then the Wheel shows then vanishes.
Also check back into your keybinds, to see if something has got changed, or even re-assign it.
Edit: Also checking those '4 or 5 Item wheel' threads........they are back in June to August & not recent, as I stated in my post

I have assigned F4 to my Item wheel but it doesn't work, I hold for a long time and nothing comes up
You think you can send me a picture of your item wheel bindings, please?
I don't have a problem with the other wheel, Insight is called or something like that
I have the following problem with item wheel. Its happens only when I disembark from SRV or ship. Not every time this happen, but its high chance. At least in my case. I cannot take a look to left, right, up and down. I can look only straight. Can't re enter to SRV or ship, because press E to enter to ship or SRV do nothing. Relog not fix it. I must switch to Horizons to fix it, and after that I switch back to Odyssey. Have someone similar problem, or it was reported? I will be grateful for any information.

I don't know if your probem is the same as mine but this is the solution that was given to me for a similar problem that has already been mentioned. It may have to do with another function using the HOLD and combo including that button.
"If your key is using a multiple button combo e.g (Hold B and left bumper) it will NOT work for the hold function for the jetpack! This also solves the problem in the galmap.. If your A button for instance is also bound for another combo function e.g (A plus up on the hat switch) it will NOT register a hold press to plot a route quickly.
Many thanks to Cmdr LKx for coming up with the solution and helping me out on this one.
When you try to jump and jetpack using a controller instead of a keyboard the game doesn't accept the input of holding the button down. It gives one short burst and then stops instead of depleting the jetpack fuel for as long as you hold the button down.
This leads to a situation where you cannot jump high enough or long enough or control your descent properly. You have to tap rapidly on the button many times repeatedly but you still don't get the height or control of a long press."
This may not be the same problem as yours but it sounds suspiciously similar. Also check that F4 isn't doing something else game related as if it is, that command might override your hold function that you need for the item wheel.

Mouse over "Open emote wheel" and "Cycle Utility Wheel Mode" - currently unassigned - indicated that [END] was also mapped to these functions - meaning the Item Wheel doesn't work.
I added additional assignments to these functions and all now work as intended (now I have to make then convenient as I've just experimented).
I hope you find the same has happened, OP, and that this observation might help.

In another post about a problem I had it was possible to bind a key that should have showed a conflict like this:
But it occasionally didn't.. so the game is failing to stop you binding keys to two different options at times...which causes conflicts. Check your other bindings just in case that's happened to yours.

Have you tried turning it off and back on again?
You mean the game? Sure, not only the game, the computer as well, I've changed the keys many times as well, NOTHING!
Sorry OP, the issues you are having seem more localised to you & don't seem to be a major fault/issue with the game, as very few others appear to be having those problems.
Not unusual though, as for years now, others complain of losing their keybinds altogether......yet I'v never experienced that, though I do have my keybinds backed up

OP in the 'on foot' section of your controls, have you made sure this selection is ON?
This is the last thing I can think of.
I had that key off, turned it on and still nothing, tnx for ur efforts in trying to help me
Is F4 perhaps a system sensitive keybind? Y'know how on some computers that might be a shortcut to say a graphics card command or a screenshot or something. And just because I don't want to assume anything. Try it again now that you have that setting turned ON by binding to a completely different key, even just temporarily and HOLD the key down as the item wheel is a HOLD function and not a press.

Have you tried binding it to something else than a function key? Just a normal letter or something.
