Well, I'm out of the loop too.
i guess he means that if you maintain eta=7secs on station approach you will never overshoot.

It's quicker to overshoot and circle back. Or use the gravity of a planet to slow you down. There's a video knocking around somewhere showing this.

Now I thought it was 5, don't get me wrong, 7 seconds is safe, 6 is a little riskier, but 5 is the limit, if you hit 4 you've overshotThe real secret is that it is a 6 second rule, don't tell anyone.
You can use the gravity of the planet to slow you down but in my experience it only works with gas giants or planets with higher gravity, it doesn't work with smaller moons, circling back is only useful if you're worried about interdictions imoIt's quicker to overshoot and circle back.
