I managed to build my first outpost in my first colonized system. Now what?
Population is zero. I can dock, but there are no missions available.
Outfitting is not available
What must I do to make it grow and/or add servicies?

Wait until the next Thursday tick, which your station should come online barring the backlog of pending stations doesn't get in the way.

Your going to need to build a lot more things to get the system going but the outpost after a while will have a population and stuff to sell.
