Janitors not cleaning paths and just standing still forever?

My janitors won't clean the litter around pool edges, sometimes if I move them they do for a minute, then stop, with their current task being blank, and they don't move indefinitely. Hiring new staff sometimes works for a bit then they just stop. It's hit and miss and seemingly random so clearly a pathfinding issue that needs fixing.

Edit: This is by a pool and the path surrounding it is connected to the rest of the main park.

This is happening to me too but not just around the edges of pools. In franchise mode, after some time playing some janitors will just stop working and pose. I can pick them up and drop them in front of dirty toilets or full bins and they still just pose. Sometimes they do part of a sweep animation but nothing actually gets cleaned. No idea what could be triggering it but it is really annoying considering how much effort managing staff takes. The only fix I have found is quitting the game and relaunching.

My Janitors seem OK. Noticed today that they whistle the theme tune whilst working Please don't think I am bug free though. There are one or two things.

Same. Around pools is where it's happening. I've also got the majority of lifeguards stood in place somewhere else in the park and not using their chairs.

Those are some very lazy janitors

Hopefully they soon get ordered to resume their cleaning duties!

I remember well when I first heard them whistling the Planet Coaster theme in the first game. Juch a joy to listen to, and watch them work while walking through my parks!

I got an engineer who was automatically called to repair a ride. He went to the ride and stopped just in front of it. As he didn't started to repair it (because of demotivation!?) I fired him. He kept staying there doing nothing... I wasn't able to call another engineer to the ride for a while.
