why does my B2 frame shift drive on my cobra only have a jump range of 2.72 ly?

Because it's a class 2. Cobra supports class 4 so that's what you should buy.

Well, "A" rated Cobra will cost you about 10 millions with good weapons

Easy way is to go to Nav Beacon and scan ships by selecting them and keeping them in front of you until the scan is finished. You will see on your hud if that ship is wanted. If it is, shoot!

do i need a wanted scanner?

A kill warrant scanner can increase your bounties if the wanted person is wanted by more than one faction, but its not really a necessity. Regular sensors will pick up if your target is wanted in the system you are in.

You don't need it for basic bounty hunting.

As long as you are not in an anarchy system. You do need a KWS in anarchy.
