I'm well above the Par time on NW USA but on a trajectory to winning (at 4/5 and $110 million). I really just wanted all the genomes.
The best way to start it out is to get lucky. Get an event that gives you 2 million dollars with a rating penalty. That should give you some extra wriggle room to start making actual money after your set up.
Do not underestimate amenities. After you have your dilos/ceratos secure, build 3 the amenity types, a restroom, a bunker and put game on fast forward. If you make it this far, you've won.
Once your established and rolling in money. Shoot for concrete fences. They're strong enough to handle storms which will irritate you throughout.
Really though, you probably already know all this from hard mode. Just do the same thing. Jurassic is pretty much the same, only more irritating.

I'm managing to complete Canada on jurassic but the game keeps crashing to dashboard everytime dinos engage in a fight (6 ctd today), I have a helicopter stuck on a medicated dracorex since the first hours and two paleo medical facilities with dead dinos inside that I can't move or destroy.
I suggest waiting for a patch, the game is hard but bugs make it frustrating
