I've seen videos of going to certain places to pick up money helping authorities kill 'bad guys'. I select them then attack, but the authorities attack me instead.

You have to make sure that your target info panel shows the target as "wanted" before you shoot at them. Shooting at anyone you don't KNOW is wanted, makes you wanted.
