The reason these failed projects now get sent to EA recycling rather than be officially cancelled and restarted until good is because publishers have discovered they can roll their marketing investment into a hopium farm to recoup some of the cost. All the "I want to support the devs!" people ironically encourage publishers to give up on a troubled project.

It's the same kind of thing, just a skill difference. A roadmapped, promise-driven project dumped into EA way beyond its release date with a faked development process hiding a team exodus and having stalled for time with highly produced talking head videos. Star Citizen's team paved this path, one that several undead games now shamble along, consuming the brains of those who get too close.
