Keep your finger on the trigger if he out manoeuvres you, it will update when re targeted and keep your amount already scanned for a little time.
At least that's how it worked in Beta.

Be warned that though that while the KWS may reveal a bounty on a ship that shows up as clean in the current system, attacking the ship will still be a criminal offence because as far as the local police are concerned it was a clean ship.
I never understood the whole kill warrant scanner, it should be that if you scan them and they have a bounty in another system but clean in the system you are in, you should be able to attack them with out incurring a fine in the system your in. you should not then become wanted yourself for being a bounty hunter. the kill warrant scanner should be a 'licence to kill', and the action of actually scanning them should give you authority to do what it is bought for. it is frustrating scanning someone and finding they have a big bounty and trying to force them to attack you first.

SO IN SHORT
If the pilot is green in ... say a Fed System.... but has a bounty elsewhere.... DON'T SHOOT
if he's yellow and wanted .. SHOOT.... Use the KWS first to collect bounty (if any) from other factions... ie Alliance or Empire

In Anachy ... all wanted are fair game but his buddies may come and get you ? (after KWS Scan.... because he will show as "Clean" otherwise)
