Powerplay Konfused about turning in PP data

There must be another bug or obscure requirement, why can I redeem Power Association Data and PP goods but not (in the same system) the Power Industrial Data? I have some of the Power Industrial Data and have never been able to redeem any of it anywhere.

For no particularly obvious reason (though it is documented in the Handbook), Power Industrial Data and Power Research Data don't work for Reinforcement, even though the other types do.

If you want to use those you'll need to collect them in an Undermining system (and return them to a friendly system contact) or collect them in an Acquisition system (and return them to the supporting system contact)

the weekly quest is literally to get it from Serrod and turn in at Khonesti

Yes, definitely a bug, this one - Khonesti would only be in range if it were a Stronghold, but it isn't.

Slightly off topic, but still regarding handing in data for the weekly PP tasks.
I had a quest to hand in bio samples at Lokapuri (149k's worth.) So off I go to Borfor and scan 4 bio's worth. Return to Lokapuri and no dice, doesn't register when I hand it in. (40 million worth lol)
Is there something I'm missing? First discovery bonus needed? Within a certain distance? From Lokapuri system itself?

I have the same problem. "Out of Range" where it shouldn't be. All the prerequisites met and..."Out of Range". It´s a kind of demotivate. I'm not after credits but after merits and something is cheating me. It's the feeling I get.
And this happens with all the Powerplay items. Not only one specific type.
