Considering the chieftain and challenger both have an array of small hardpoints, I don't know if I'd agree hardpoint inflation is much of a problem right now.

Its been in-game for ages. Ships have a hidden 'conspiciousness' rating, which determines which ships get scanned first by sysAuth. They basically say the Krait will be scanned after the Python, if both a Python and Krait need to be scanned.
