Ships Krait Phantom Perma-Booster

I want to build a Krait Phantom explorer that can perma-boost. I have access to the following engineers:

Chloe Sedesi
Elvira Martuuk
Felicity Farseer
Juri Ishmaak
Lei Cheung
Marco Qwent
Professor Palin
Ram Tah
Selene Jean
The Dweller
Tod McQuin

What's the best loadout and engineering to get there?
 
Highest class A-rated power distributor with Charge enhanced or Engine focused super conduit engineering has boost interval of 2 seconds. 6A has about the same boost interval and 5A drops to every 3 seconds.

The rest of the ship does not really matter except to how fast you go while boosting.

With the goal of running from any gankers, would you go with highest class A-rated thrusters? Also, what about heat when boost-stacking?

Probably not for an exploration ships. In DW2 expedition I took an exploration Orca with me. My goal was to get around 1k shields, 1k hull and boost speed of over 600 m/s while keeping my jump range at around 60 LY. It is always a bit of a balance between those. Something like this could work for you:

This ship has no heat issues due to Low Emissions Power Plant. If attacked, do not boost away from the attacker (see Rinzzler's guide to Git Gud in trading for tactics). Just use chaff and heatsink and high wake while evading. You can up the PD or Engines (but biggest engines would only give you 10 m/s more speed). Use the remaining two internals to what ever you like. You can even make it super defensive like this if you are worried https://s.orbis.zone/fder but to me that would be a step too far. I like to find nice balance between enjoyment and exploration prowess.

What's that? Only 2k shields with a 6 skillboosters and Oc pa lol. I think you may need to to work on your gonk builds. (and yes, a safe phantom will be faster than any fdl)

To op, here my gank safe explo phantom, a variant from innocentius's one, just a bit safer (chaff are not worth a booster with today damage from fixed weapons)

Apart from what they said 👆 look at the Boost Interval in Coriolis. That has to be 3-5 seconds to get something resembling permaboost.

On explorer ships I have lowered my power consumption by disabling the Power Distributor. You enable it, set the pips (four pips to eng), and disable it. The PD still works, but you can't change pips before you enable it again, which is just fine on an explorer ship with no weapons. If you do something like that in Odyssey it seems that when you dismiss your ship, it takes over the PD, meaning that after you recall it, the pips are reset, kind of like the Docking Computer does. I honestly don't know if that was the case in Horizons, but I've never noticed it before, so it might be another bug.

One more "trick": The reason why I'm so focused on power consumption is that I prefer my Power Plant running Low Emissions + Thermal Spread. That allows you to fuel scoop without any heat issues, and when leaving a planet, instead of aligning with the escape vector, just point the nose up 40+ degrees and boost. That will enable FSD countdown. I can't say in words how much I appreciate a cold running PP. It's the closest to "Cold Fusion" we'll ever see ;)
 
Enhanced low power on shields is a bad option.
A reinforced D rated will have better MJ, better resistances while consuming less MW and using less weight than a enhanced low power A rated.
So a reinforced 5D shield generator with hi-cap? (Obviously, I'm shield-challenged)

2k shields? I don't see that figure in my Coriolis build.
6 skillboosters?
Oc pa?
No doubt I need to put in some more work on my build. Much to learn...
Did you look at AISki's posted FDL, "Plasma Enemy" build? Scary fast!
 
You just point directly at that FDL and boost past it. You will both be 1,2km away from each other in 1 sec and 3-4 km before he has turned back towards you and those plasmas will never hit you again. That is why you do not boost away, but towards.

2k shields and Oc pa, 6 skillboosters were a pun for the fdl. 2k shields is not a lot for a fdl (a 6 booster prismatic fdl will have something like 3,5/4k) and Oc pa are not a good engi option for PA 😉

With a phantom with good thrusters you will be faster than a fdl, by 20/40 ms.
That said it's a good exemple to understand that speed only is not a safe option (6km range rails exists), but you also need shields. 1k for a med is the somewhat acknowledged safe number. (look at my biuld or innocientuis, it's doable on a phantom).
