Landing on planets

Until planetary landings are possible, is anyone able to enlighten/speculate how planetary star ports will be handled until then?
Obviously it'll be easy to not include star ports on planets initially as trade destinations (as in the original elite), but 1 year later are they going to update the universe with towns over night?.. this would ruin the realism/feel of the game.. personally i would prefer it if due to the 'plot' or even reputation level (some pretend in game dynamics) the player is either not going to be allowed to land on a planet- and hence just get totally vaporised if getting too close, or they say something like all atmospheric shielding has been recalled due to manufacturing errors for 1 year, hence survivability is impossible.. etc..
This is a big academic but since planetary landings ,in my mind, are one of the key features that made elite and frontier so good, Id hope they handle it well.
On a second note I'm really looking forward to assasination/photo/ nuking missions as in ffe2. I hope we will still be able to do this!
I also hope to be chased through hyperspace if my assasination attempt is noticed by the local authorities..

I think that, as the universe will be an expanding, growing, developing entity, to match a real life scenario, then Planetary landing (as part of an expansion) will come as a new developed technology to the universe and permit the players to buy the landing addon as heat shielding and thruster crontrol or some such.
 
Once the 'landing on planets' expansion will be available i only hope that nothing like this will happen to me during the gameplay:

Except that in Frontier there were star systems that only had planetary star ports. I can't see why that should be different in E: D and so would mean that some systems are effectively sealed until landings are patched in.
