Thats the problem Karmix. I made fun of the download in my discord to my friends 3 days ago. We all got a good laugh at why would anyone need that. Then I saw it again same site a few reloads later. Im pretty sure it has to do with system state as well as the type of building. It's not from a regular hab or the special sto hab downloads. It came from operation or security in that special system state and building type. Im literally going to pull my hair out cause I wanted to be the first to unlock her.

Just trying to find anything that's actually related to the word "Smear Campaign".
Like.. it won't be that useful in war, but mostly for election, if it's not election then maybe yes, civil liberty from a faction that's not the system controller.
