I think I see what you're saying. What I thought was a bug is probably a feature.
When I set both population sliders to let's say top = 7/10 and then bottom = 10/10, then I get this funny problem. But it sounds like I need to set them differently and I will see the different size bubble icons. I will give that a try.
And I recall there is also another map filter for state, which I can try. Maybe it even lets me do both filters together, which would be useful.
I have been having some good luck using the suggestions, so far this is what I have done:
set galaxy map to high population, I found a place with 9 billion
Go scan the nav beacon
Go find all the encoded and HGE
I was getting imperial shielding this way, and was able to trade down. I think I have got a few per day.
I have run into some issues, such as the system runs out of HGE. All these systems I can see on my map are in state none.
When I look at galaxy map, I have trouble finding high population, because when I use that filter, the systems don't show stars. It's like they're there, but the map has a bug. There is no "dot" where the star should be, but there is a selection cursor (that thing with the line that you select). So I can't "see" them but they are there. I think the map might have a bug in it. For example when I zoom out, everything disappears. But I know they are there.
Right now I went to Tuareg, which is about 5 billion. The one next door (hip 15255) ran out of any signals.
I found an HGE in Tuareg which is 200k light seconds and I'm flying there as I type this.
It's a slow process but it's going along well enough.
For best results you need to use Inara... but before that, a bit of thery
HGE are related to the faction state (not system state). So:
Core Dynamics should appear in a HGE generated by a FED aligned faction with NO State
Similarly, Imperial Shielding appear in a HGE generated by an Imp aligned faction with NO State
Proto Radiolic Alloys and Proto Heat Radiators appear in Boom/Investment HGE
Military SuperCapacitors (MSC) and Military Grade Alloys appear from War / Civil War State
Improvised Components (IC) in Civil Unrest
Pharmaceutical Isolators (PI) in Outbreak
However, there are some caveats
the superpower alignment will (most of the time) overwrite the faction state, so if you have a fed faction in Outbreak, more often than not the HGE will containg Core Dynamics and not Pharmaceutical Isolators.
If the faction has multiple states the slim chances to get the really rare materials will get even slimmer (with PI, IC and MSC being the really rare materials)
So, for best chances, look on Inara and search for factions with the desired state, near the system you are in, then check the systems and see what states are active
I checked a lot of systems till i got to LHS 2541 which seems to be a good candidate, only a single faction is in outbreak, with no other states.
So i will add it to my list.
Then i will search till i get 2-3-4 more candidates then i will jump between the systems, scan the nav beacon, then get to supercruise and check if there are any HGE
Rinse and repeat.
Sure, this is the grindy way, but if you are in a hurry to engineer something, it will do
Else, just play the game, but make sure that everytime you jump in a system you check for HGE and visit them
I flew around to a few systems and finally got one. I did use the inara method, but I'm not in a rush so I'll just keep trying that method.
For some reason the HGE was a minor faction in state boom. Not sure if that matters.
Also I'm wondering if emissions should be called transponder codes, as it seems the game is telling the player "this ship came from this faction". Almost like it's reading a ship's transmissions or something.
Right panel has couple tabs. Close to right one deals with factions and political things.
You should find "boom" state system from the galaxy map. There you can do HGEs like 10 per hour (or it was so before).
Also most points of interest on ground change/respawn now once per 2 hours. This may apply to HGEs too.
...it was some method of flying out and restart the game if you need those urgent & a lot.
Okay I see that right panel now. It says the gov't type which I have my tendencies to fight against certain types.
I suppose those minor factions are created by the game and not created by players?
Today I went to get the HGEs and then fought in the conflict zones and picked up all the materials the ships left behind. I guess that's a good enough way to do it for now.
What counts as high population does not need to be over a billion, so worth checking out a system 100 million+ if the other criteria are correct for what you want to find.
Along with the dreaded military super caps, pharmaceutical isolators can be tricky to find and improvised components not always easy either. Trading the abundant Imperial shielding often quicker to get these.
Data mined wake exceptions (encoded) are a pain. I usually trade for them using what I get while doing planet scan missions in Odyssey or Horizons 4.0 or at Jameson's Crashed Cobra. If you can find a distribution center in a system in famine state, this seems to be the only place I can get data mined wake exceptions by scanning wakes. I almost never get them anywhere else.
I think I must have done a "grind" on my encoded, because they always seem to be full. It could be I could trade some around, but I have yet to find the trader as I'm just relaxing doing the manufactured for now.
Each time I use one of the websites I can't help wondering, couldn't they make a similar page in the ship's computer that lets you do the exact search query that the website is doing?

I am doing the opposite, cross trading DWE's and EHT's for other encoded data. I am now unloading my carrier in the bubble.
I only collect encoded from wake scans and low grade signals, I do not now bother with HGE's, almost all of my grade 4 and 5 manufactured are full
