I think I picked mine up at Knights dock where I bought the L6 (I think) As for trades the in system personal weapons is faster, the reactive armour from Carnoeck (2 jumps empty there, 3 back full 104T) is pretty fast too and a more profitable approx 150000 profit one way

Non lethal work too so if you have a close source, go for it. I'm noticing a lot of places where the Battle or Personal are out but there are thousands of Non Lethal.

Yep, just went myself. Hill pa hsi has a good supply but haven't looked at a return commodity. Apparently there's a good route at Carnoeck.

Maybe HAD. They are out. I'll stick with the two I've been able to always full my hold at. For once I don't mind sharing such things, let's empty them out! LFT 926 and if you have the permit, Shinrarta Dezhra. I haven't found a station closer and don't want to waste more time looking. (Keep in mind I can't land at outposts in my Type 7)

Yeah, their production cap is done. There were 36 left when I passed through there (just for a bonus on my way into Balandin to pick up the mission and rearrange ships) now 0. I'm going to sit here past the next refresh to get an idea for their spawn rate.
Any tips for a non-outpost, non-Federation-aligned source? Federal authority vessels don't exactly roll out the red carpet when I come warping in.
Going to answer my own query here in case someone's looking for the same answer: Chih Zhua has high stocks of Nonlethal and Personal Weapons and medium stocks of Reactive Armour at the time of writing.
