What about the "Everyone is long gone dead and unscannable" part? Sometimes that pesky worker has super vision and telepathy.You aren't wrong about this. In fact, my go-to method for getting around any place has become breaching my way into wherever the alarm and authorization scan terminals are located, scanning someone nearby and turning them off, dumping the profile, and then roaming wherever I please. This has been particularly effective in the 7-Data Port tourist settlements, where both terminals are inside the PWR building with just one worker.
The point of the OP is that you can't scan dead bodies ATM. Well, at least dead bodies you didn't create. I'll expand. I do 99% of my material gathering on the back of scavenger elimination missions. Kill the scavengers, power up the settlement, clone an ID from a scavenger victims body, disable authorization scans, loot, retrieve my power regulator and head back to the mission origin. Not being able to scan bodies at the settlements makes this take 2-3 times longer than it normally would. Disabling auth scans does not change how terminals, panels or data ports work. You have no way to get locker codes and you have to constantly re-supply e-breaches to access panels and data ports.. After running a few last night it looks like some kind of collision detection issue when the settlement is built. The bodies seem to be placed slightly below where they should be. This causes them to be clipped into the floor and scannable. ...as if they are a part of the floor rather than on the floor.
Thing is, scav elimination missions can be found in just about any populated system. Support missions? ...not so much. It's a moot point because I'm sure they will fix it. ...eventuallyOk, so its an issue if you want to scavenge that way. But you can just scavenge by doing restore power missions or just go scavenging at any base that is abandoned. As long as its caused by a state that leaves bodies (eg: Civil Unrest) then you're good.
