Litter bins on slopes and uneven surfaces - litter problem

As the subject suggests - I have a high litter problem, but I'm playing the Maple Leaf Scenario, where there are a lot of sloped paths, and I can't put litter bins on them. As a result, I have long stretches of pathway getting covered in rubbish, and my caretakers can't keep up.

Am I missing something and there's a way of placing bins on slopes and uneven surfaces? If not, I think it's something which might need looking at?

Edit: I should also point out this scenario doesn't allow you to flatten or smooth the terrain.

Oh right, I had this issue as well in the Canada scenario, but forgot to give feedback. I had food stalls at the foot of a hill and on top of it, and on the long slope between the two places people had to wade through rubbish. In real life bins would be placed on some kind of pedestal that adjusts for the difference in hight, I think.

Perhaps it's a feature of the scenario, to highlight the problems with litter, staffing etc? I've moved on to the next one now - the Great Caldera Safari Park - and I notice I have far more options to play with in the pathway menu alone. In some ways I like finding these things out for myself, and I like it when games gently push you to problem solve, but a general hint about what to expect (or not) might be good?
