How do ARX work across versions? Can I spend them in both, or are they used up if I spend them in one of the games? Can I use ARX earned in one version to buy stuff in the other?

Unintuitively.
ARX/Cosmetics are mostly account bound except for squadron trophies. Using them up in one will spend them in the other.
Yes and the weekly limit in Live/Legacy is seperate so you can earn 400 in live and 400 in legacy for up to 800 arx/week
Live and legacy are two separate games now. So what happens in live stays in live and vice a versa .

Stuff you buy with arxes are available in live and legacy. I specifically confirmed this with the new (then) "heraldic" repaints.
However, some stuff will only work with Live - i.e. some repaints need the graphics in live (mainly noticed in the Twitch giveaways) - there is a note to this effect on the item's page.
