Yep things are a bit screwed up at the moment but it has been reported. Not sure anything can be done before Monday though, unfortunately.
Never thought I would ever see the day commanders were trying NOT to be in the Top 10 Commanders though. Meanwhile everyone at lower tiers must be thinking it's their birthday.

Lets have some fun with this, try to think of an in universe reason the top 10 CMDRs get paid less than anyone else.
I think they are the special conditions that some CGs have like that one thar unlocked Ranked loked Federal ships almost a year back.

Global awards are those which affect everyone whether they did the CG or not; for example, the aim of a CG could be to build a new station which everyone benefits from.
