Does this function still exist? I was filtering through the star map and could not find a single system at war, civil war, or anything, does this have anything to do with legacy/live? I’m sorry I’m really out of the loop after turning on ED in just about a year or so. I was having inara issues at the same time as I was looking.

I haven't played for a while now but I think it's still the same as usual. War can only be triggered by player actions because it happens when influence of two factions meet and influence can only be changed by a player.
Player numbers are probably low on xbox so there might be a lot of systems where nothing happens at all.
You could pick a low population system and do some missions for a faction to trigger a war. The factions must not have the same government type though, otherwise it will be elections instead of war.

Try looking for systems in Expansion or Boom , then check in the factions list in the mission screen if any factions are fighting in other systems. -)
The galaxy map only shows systems where the controlling faction is involved in a war. Conflicts between non-controlling factions are much more common, but don't show up on the top-level map. If you hop from system to system in the busier regions and check the right panel you should find one with a non-controlling conflict fairly quickly, if all you're looking for is some CZs to fight in.
use inra finds just about anything.
Not on xbox console... Inara only tracking live not legacy content...
